TheTriumph factory service manual specifically mentions "slacken the front fork top cap" if the forks are to be dismantled under step 4 of the procedure. Step 5 is to detach the brake hose from the fork leg and step 6 is to "slacken the top yoke clamp bolts." So, the factory does not have you loosen the the top yoke bolts before the top cap.
