The first can be dealt with by tuning it of and checking in the Gameplay Options if Auto retarder/Engine brake is not ticked. The second is not chsngeable as that is the normal behaviour of every vehicle. I checked and they are not ticked. And it's not the second option you said, because the truck is going braked, it slows down very quickly

As far as I know suspension stiffness and truck stability have values between 0 and 1. 0 is the most realistic settings but it defaults to 1 so it works with keyboard and mouse, since digital acceleration and braking would just make the cabin wobble all over the place. As a simple rule you use engine brake nearly for all kind off slow down, shifting over to foot brake right before you stop..
